I have an iCloud storage account. If I add my husband to it, will he get all my apps, notes and messages?

What you want is separate IDs, linked via Family Sharing.
As mentioned previously, use Family Sharing with two accounts.
Apps are not included in iCloud storage. Many can also be shared with Family Sharing.

You guys can individually manage which iCloud services you use in your device's iCloud settings, but if you guys both use the same services on the same iCloud account you will indeed see each other's notes and messages. For example, if you want to keep your notes on iCloud, you can use iCloud settings and have your husband turn them off. This isn't recommended, though and it's easier to just make individual accounts.
I would like to note that purchased apps are stored with your apple account and eligible ones can be shared using family sharing. They are not synced across devices with the same account.
