For someone upgrading from a 1st generation SE with which she was happy, what is the smallest basic iPhone with a single lens camera currently available from Apple to replace it.

The only iPhone in the current new lineup which has just one camera on the back is the iPhone 16e.
If you don’t mind two cameras, Apple sells new iPhone 15s and 16s, and may have Certified Refurbished iPhone 14s and 15s. I didn’t see any SEs or 12/13 minis in the Certified Refurbished store.
The iPhone 14, 15, 16, and 16e are all very similar in size.
As in what Apple sells as new these days: iPhone 16e is the most basic one, and intended as replacement for the iPhone SE (3rd generation).
iPhone SE (1st, 2nd, and 3rd generations) have been discontinued.
iPhone 14 and earlier have been discontinued.
iPhone 15 (non-Pro) is still available as new, but more expensive and less basic than iPhone 16e.
iPhone 16e pricing depends on internal storage capacity: 128 GB, 256 GB, or 512 GB. Don’t get too little storage (for downloaded music, videos, apps, etc.), as it can’t be expanded.
