Your device has been permanently banned by Snapchat. This has absolutely NOTHING to do with Apple. Apple doesn't own Snapchat, nor did Apple ban your device from using Snapchat. You can appeal the ban to Snapchat, but don't be surprised if the ban is not removed. That is between you and Snapchat. No one here, nor at Apple can help you.
