You can certainly have a subscription with any other party where it is not managed by Apple. For those, you would need to contact that merchant or contact GCash for any additional information they can provide about the charges. Nothing you have posted so far involves Apple at all.

You can only request refunds for purchases managed by Apple that you would see in your Purchase History. Yours appears to be from another source so you would need to contact them for a refund.
