I have gone through settings hit apps hit phone, and there is no call waiting or call forwarding to turn off or on

That's a feature controlled by your carrier, so contact them as they may not offer the option to turn Call Waiting off.

Who is your carrier? If it's Verizon, you'll need to dial short codes to turn those features on or off.

The short codes may be the same for other carriers as well.
