How do I change my profile picture in Apple Account on iPhone 15 Plus?

I get the impression the other reply was for a computer but your profile indicates you have an iPhone. In that case:

Go to Settings

Tap on your name

Tap Edit in the Apple Account profile photo

Choose from your various options.

In Settings > [your name] > Personal Information > click Edit
