Unfortunately the iPad 2 does not support iPadOS 13 it can only be updated up to iOS 9.3.5 for Wifi Models and iOS 9.3.6 for Wifi + Cellular Models.

The second generation iPad, released by Apple in 2011, cannot be updated beyond iOS 9.3.6.
