Wired earphones have volume jump issues when connected to my iPhone 15 Plus

Ok. This might be quite niche:

If I can't sleep, I will put wired earphones in and play some rain noises. I want to listen to it at a very low volume.

To go from no volume to the highest volume requires 16 presses of the volume up button. If the volume is completely off, 1 press and it's too quiet and with a 2nd press, the jump in volume is significant where it's too loud (for sleeping). No other volume increase is as big. It doesn't happen with my airpod pros but I don't want to sleep with them in my ears.

Anyone else have this issue? I've got "reduce loud audio turned" on but that makes no difference

I've tried this with 2 USBc wired earphones and no luck. Any ideas?
