My iphone 15pro max was stolen and find iphone wasn't activated, atleast not aure, i have my cloud ID and IMEI number is there a way i can retrieve it? It's just 3months old.

That's unfortunate, but if Find My was not activated before the phone was stolen, you can't track it. Your Apple Account and IMEI number aren't of any value in this regard. Follow the advice in the link Niel provided and make sure you notify your carrier your phone has been stolen and ask them to Blacklist the phone so it can't be activated on any network.
