Hello! I have $0.42 remaining on my Apple ID balance, and I cannot find anything to spend it on. I would like to change my country/region but cannot because of this small remaining balance. Can you please remove or clear it for me?

Otherwise, your only option is to add a valid payment method to make a purchase where your Account Balance will first be cleared, with the remainder being charge to your card. I suspected you did not want to take that approach, so you are left with contacting Apple directly to clear your balance.
