you do not say if this is an old issue or a new issue or what changed?
if the safe boot did not sort it, you can trouble shoot further or I would simply try reinstalling the macOS on top of your existing macOS ( user data is left untouched.) and compare eyour results

verify you used the exact keys called for to do the safe boot

Does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, third party system modifications and system accelerations are disabled temporarily.
I would Login and test. Reboot as normal and test. Caches get rebuilt automatically.
This test will tell you if third party interference; most extensions etc are not loaded in safe boot mode.

unplug all non-essential peripherals when testing
Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus
