How can I downgrade from iOS 26 beta to iOS 18 without a computer?

There is no way to downgrade from the iOS 26 developer beta to iOS 18.5 without using a computer.

If you do not have a computer or access to one, that suggests that you failed to make an archival backup before installing the beta. The beta likely has replaced your regular backup with one that cannot be used with iOS 18.5 - so you can expect to lose some or all of your data. (Things synchronized to iCloud might survive the downgrade.)

I recommend visiting your nearest Apple Retail Store and ask to use a Mac to downgrade your iPhone (bring your charging cable).

You have likely created a mess for yourself. It's clear you're not a developer and that is who the beta was for. Developers know they MUST create an Archive backup on their computer before installing the beta. And they also know they should NOT use the beta on their primary device. Since you don't have a computer, you couldn't have made the archive backup first, which means when you get access to a computer to restore it back to iOS 18.5, your data will most assuredly be lost. If you can't afford to lose data, you may want to reconsider restoring your phone back to 18.5 and live with the Beta until the stable iOS 26 is released, likely in September.
