“Payment not complete” error on Apple Pay and App Store when cards are fine

There is no issues with my cards but when i tried to use my apple pay it keeps saying 'payment not complete'.

When i tried to download a new app it also says the same thing. i Have no incomplete purchases or anything like that what is going on
