You can't. For the iPhone 7, which originally ran iOS 10, iOS 15.* is the last major update. That phone will never be able to run iOS 16 or higher.

You cannot. The iPhone 7 will not support an iOS higher than 15.8.4. If you need a higher iOS for some reason, you will need to purchase a newer phone.
