Is there any way to install the Phone app on iPad or not? (M16, 11th generation)

I don't know about that specific model, but I do know that just installing the Phone app does not make the iPad into a phone. It still cannot connect directly to a cellular voice network.
At best, given an iPhone on the same Apple Account and on a cellular carrier with an active contract that permits Wi-Fi Calling, and given an active internet data connection via either Wi-Fi or cellular (for an iPad so equipped), the iPad can place a call through that connection. (Second best would be routing the call through the iPhone absent Wi-Fi Calling.)
