Someone that shares my Verizon account had her iPhone stolen. We had Verizon suspend the line. Yet Find My still shows the person at her home. How is that possible? She has a Mac but it doesn't have GPS in it.
Apple's Find My system is completely independent of cellular service; it needs to be this way because it can be used to locate iPod touches and WiFi-only iPads, which won't ever be on a carrier's network.
Nothing done through the wireless carrier will affect an unit's Find My status.

Suspending/deactivating eSIM or SIM will not remove it from your Apple ID.
Don'ts
If the device is removed from an account after it is erased, Activation Lock will be turned off. This allows another person to turn on and use the device.
An example of my iPhone 5 is given in the GIF below. There is no "Undo" after you remove it from your account.
The phone can report its location via a cellular or Wi-Fi Internet connection. It can also send out intermittent Bluetooth signals, even when turned off, which nearby Apple devices might detect.
That would not explain why the location was wrong, but could explain why a phone could show up
even after it was blacklisted.
Unfortunately that doesn’t answer the question. The phone has been suspended by Verizon but I can still see its owner at her home in Find My. How is that possible?
Understood, but again the issue is that the phone, whether disabled, suspended, dead or otherwise, it is not with its owner, yet we see the owner in her home "now" in Find My.
