I have a 2023 version of MacBook Air, M2 and the writing tools released as a new update on the macOS are unavailable. Each time I try to use the writing tool option, the prompt I get is "Writing Tools Unavailable: Certain capabilities are unavailable at this time. Try again later."

Go to system settings> Apple intelligence and siri. Check if the settings for the use of apple intelligence are set up correctly. When I had this there was a discrepancy in my system language and the language of Siri, after I have changed that I was able to use the writing tools

For one, I would start by updating to Sequoia 15.5
Secondly, Apple Intelligence may or may not be available in your region / location
From what I have read elsewhere, some regions have not yet been able to use this feature
