I had the same problem a couple of years ago. What fixed it for me was to download the app for my cell phone provider (AT&T) and turn off the feature to block unknown callers.

Do you have any other call screening apps, security software, or VPN’s? If so, don’t just delete it but fully uninstall it. Otherwise contact your carrier as they may be the ones silencing them.
