My wife and I have separate iCloud accounts but we share 2 email accounts and a family calendar. How do I set my iPhone and iPad to sync with my wife’s iPhone?

You don't. And should not directly sync the devices. Each person should have their individual devices and not have them synced as that implies everything is connected including calls, messages etc...
To share a family calendar you can see the following link, or add the email account that holds the calendar.
