Authorized Service Provider charges more than site estimate

I want to change the battery in my iPhone 11 Pro Max. The Apple website gives an estimate of around $89 for this service, even when selecting my local (Costa Rica) service providers. However, when I called them, they quoted me for $169.

Are these centers allowed to charge what they want or do they have to abide by the estimates in the Apple website? I find this price extremely high, almost as much as the phone’s worth now.

Authorized Service Providers set their own prices.

Also note the following from iPhone Battery Replacement - Apple Support

Use our “Get an estimate” tool to review potential costs if you get service directly from Apple. Fees may vary if you choose another service provider.

That is from the U.S website but I think it is the same in other countries.
