I have upgraded my iCloud storage 99p per month , I am getting a invoice but can’t see whhh were they are taking the payment from as I don’t have Apple Pay , says my PayPal account but it’s not on there as coming out of account , I’m worried I’m going to get a massive demand if I can’t see where I’m paying it

No. There is no payment information in iCloud Settings on any device.
The Payment method is found in the Apple Account Settings only.
If for some reason they use a different account for iCloud than for the iTunes & App Stores, they can log in to https://account.apple.com with the iCloud account and verify the payment method there.

Clearly it got charged. So, either the Paypal account being charged is not the one you are looking at, or the 99p got bundled with something else when the charge processed.
Apple may process more than one item purchase into a single charge, so you may see a 2.99 charge that corresponds to iCloud Storage and something else, like a song or a rental, or an in-App purchase you made recently.
Check other charges on PayPal that come form "apple.com/bill". On of those may contain the iCloud storage charge.
If you are part of Family Sharing, the charge may have been billed to the Family Organizer's PayPal instead of you.
If the only issue about this is with the PayPal end of things, contact PayPal. It really seems to be a problem at their end.
My subscription says 99p per month as does my payment receipt and account payment method states my payment method is PayPal however on o my PayPal account activity I don’t see the payment . I don’t want hitting with a large bill say in a years time because it’s not been charged , am I paying or not , how do I know if it’s not showing on my PayPal account . I have been given the extra storage so I’m confused .
