Apple ID password reset loop after receiving verification codes

i forgot my apple id password then i tried the forget password option but i received the codes days later so now i tried to enter different passwords but all of it were wrong then my account got locked days after i got the codes but now it loops from enter trusted number to passcode to enter your password then i click forgot password it goes back to enter trusted number then it goes to a loop, how do i fix this?
