As others have suggested and you surely must know, PERMANENT is an adjective, which means:
Voicemail messages were never really ever stored on your phone. They were stored on your carriers servers. Your ONLY hope is that your carrier still has them on a server, but it's a very slim and not likely chance. But you could contact them to see. There is nothing anyone here or at Apple can do to help you get back what you permanently deleted.

First scroll down to the bottom of your Voicemails List in the Phone app where your Deleted Messages will show and check to see if it’s there. If not, your carrier should have a site for users to log on and view calls and voicemails beyond your iPhone’s record.

If, as you say, the voicemails are permanently deleted, that means that you don't get them back.
