Lobsterghost1 is right, we don’t know anything about Apple’s decisions. But what we do know is that previously you could use the alarm sound for messages, but that has since been removed in a previous update. If you’d like you can submit your feedback to Apple below.
We can't speak for Apple here. This is a user to user only forum. But clearly Apple has different tones for Calls, Texts and Notifications. And not all tones are available for all forms of notifications.
How can I get the same alert tones for texts and alarms on iPhone 14?
