On my 16 pro max i am unable to toggle on off my mobile data from control centre , after restarting device it work fine for few days then again the same problem occur

While there’s no direct “reset” for Control Center alone, you can try:
Settings > General > Transfer or Reset iPhone > Reset > Reset All Settings
