How can I clear my Apple Account balance to change country?

I have 0.07 dollars on my account balance and I need to clear it in order to change my the country and fill in my payment details.

I went theough all of the questions chain on the support page but it doesn’t give me the option to write to support whenever I reach the “write support to clear out your balance” page. Instead it redirects me to some unrelated article/issue.

When looking through answers to similar issues with links included to write the support, it tells me that there are no such options.

Can someone finally help me? 😭
