There are no hackers in your phone. Accounts can be compromised quite easily with just a password to the account, so it is up to you not to give it out to anyone. It requires no access to your device to compromise an account. The number one way that is done is through phishing messages.

Recognize and avoid social engineering schemes including phishing messages, phony support calls, and other scams - Apple Support

Treat all messages and emails as information only and do not click links or call numbers and provide personal information. There are always ways to verify any of the information provided through know contact numbers. For example if you receive a message/email claiming to be from Apple or about an Apple purchase you call Apple directly yourself at the know number to Apple as seen here: Contact Apple Support - Apple Support. If you get a message/email from your bank, you would contact them directly through known contact information, not one provided in the email/message.

You are not being hacked through Safari, although the internet is full of scams where people are trying to sell you stuff by scaring you into believing you have a problem. These are just scams. Don't fall for it and do not give anyone your personal information, including passwords and account numbers. Social Media is also a major source of scams, where users hide behind anonymous names and pretend to be your friend to gain your trust. Be wary. The internet is not a place for gullible people.

OK, so what issues are you having?

Avoiding Popups and Scam Messages:

Two Things to do...

A. Malwarebytes Mobile Security:

If you were to use Malwarebytes Mobile Security then that may do the job, somewhat. It blocks out suspected scams, based on the sender's phone number. The paid version lets you report a number - once reported, it blocks it out, not even allowing it to go through.  Malwarebytes is created by longtime users of these forums, making it the only reliable Security Software for Apple devices. Go Here: Malwarebytes Mobile Security - App Store

B. Brave Bowser:

Try using the Brave Private Web Browser. It blocks out all sorts of junk. You can get it directly in the App StoreBrave Private Web Browser - App Store

C. Using the App Called Bouncer:

For text messages, there is an app called Bouncer, which block messages out by keywords. But, if these are not text messages, then is would not be an option. Here is the link: Bouncer: Text Messages Blocker 4+ - App Store
