Unable to change App Store country due to $0.04 remaining balance

Hello!

I want to change the country/region of my Apple ID, but I’m unable to do so because I have a remaining balance of $0.04. Unfortunately, there is nothing available in the App Store for this amount, and I can’t spend it.

I don’t have any subscriptions or active services, and I’m not able to add a payment method right now. Could you please help me remove or reset the remaining balance so I can change my App Store country?
