Sorry, but iPhone 6s is NOT capable of being updated beyond iOS 15.8.4. If you need a higher level iOS as I'm sure you do by now, then you need to retire your obsolete phone and buy a new iPhone.
You do not update your iPhone 6s to iOS 16, because your iPhone 6s isn’t able to update to iOS 16 or higher.
Just like iPhone 6s, iPhone 7 cannot be updated to iOS 16.
