If they have been deleted from 'Recently Deleted' then they cannot be recovered. Your only hope is if you made a back up of them somewhere.
If not previously backed up or copied elsewhere, those photos are gone. Permanently.

Your passwords are quite possibly entirely compromised. All of them. Change your passcode, too.
