Right now we maybe able to make wild guesses
When it comes to Technical Issues, guessing is not productive to you and all looking in on your query
I see what appear to be rendering issues with the UI. Do they occur in Safe Mode?
Start up your Mac in safe mode - Apple Support
If so, report to Apple:
If these are truly bugs then you cannot fix them. Only Apple can do that with an update.

This seems to imply this specific issue existed before Sequoia 15.6 was installed
