That is the confirmation screen following any iOS update to let you know the update was successful. Like most users, you probably just clicked continue without reading any of the information on that screen. It will turn on both Security Updates AND iOS Updates after the install and like the screen says, it is up to you to go into Settings and turn those off. That will prevent a future iOS update. I do suspect at one time you did turn it Off, but a manual update was performed that turned it back on and were unaware that happened as stated in the update confirmation screen.
The iOS update is the version number like 18.6 and if a Security Update is applied, it will be followed by a letter as seen in the example provided in the link. That could look something like 18.6 (a).
I have no idea about the conversation you had with Apple Support or what the analyst knows or understood from your call. It has been all over the place with a completely unrelated tangent of the RSR updates, so I would also find that confusing. I would not be surprised if every support tech does not know everything, I don't think that standard has been achieved in any area of business from my experience over the last 40 years.
What I do know is what Apple tells me on the device after an update has been completed.
"Software Update Complete - Future software updates will be automatically downloaded and installed for you as they are released. You can manage this in Software Update settings."
if you want to discount what I said they said on call, whatever.

I messaged them the "Continue" panel
I showed you what they texted back
they could not find / confirm that "Continue" statement
in any of their resources.
No I do not expect the analysts to be up to date on all things Apple,
thats why there are service scripts.

was on IOS 16.7.2 in January
IOS 17 & IOS 18 never installed
Went straight to IOS 18.6
Continue never seen

I did contact apple
and you refuse to accept what they told me.
No support for "Continue" behavior available to them.
Maybe it is correct but they cannot confirm it based on
apple support resources.

No IOS 17 OR IOS 18
no automatic update,
Apple pushed me straight to IOS 16.8 a few days ago

when I installed IOS 16.7.2 I did not see any "Continue" screen

otherwise I would have been on IOS 18 in January

Yesterday demonstrated that my iPhone WAS mysteriously updated to IOS18.6.
plan to check the upgrade histories of my other devices
to see if they show same anomalous pattern
