Assuming that both iPads are signed-in to iCloud with the same Apple Account (AppleID), enable all Apps and Apple services that you wish to synchronise with iCloud:

Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All

Sync in what way?

What are you trying to accomplish exactly?

iPads can have the same photo library, contacts, messages, notes, calendar, mail etc.. when logged in with the same Apple Account.

Are they logged in to the same Apple account?
