How do I return a found iPhone to it's owner?

Sorry, but Apple does not use IMEI for tracking.

Turn the phone into the Lost and Found Department or turn it in to the police.

Also, be aware that the owner is able to track the phone so they know exactly where it is. That is why it is recommended to turn it into a local Lost and Found or the Police department. It may not be ideal to have someone knocking on your door wondering where their iPhone is. It is not a matter of you finding them, they can find the device all by themselves.
