Apple Pencil not pairing with iPad mini 6

I got an Apple Pencil to go with my iPad mini6. It isn't pairing. I've tried turning the iPad on and off. It's strange, because it shows up in my settings but does not show up as one of My Devices in Bluetooth, and I never got the message to pair the pencil with my iPad. Any suggestions?

Apple Pencil compatibility - Apple Support

iPad mini (6th generation) is compatible with Apple Pencil (USB-C) [A3085] and Apple Pencil (2nd generation) [A2051],

but not with Apple Pencil Pro [A2538] or Apple Pencil (1st generation) [A1603].

Please verify that you have the correct Apple Pencil model for your iPad.
