Unable to verify payment method on Apple Account

Hello, i have been experiencing an ongoing issue with my payment method. Every time i go to download an app from the app store it asks me to verify my payment method, i put the card and the details in correctly and it comes up with "cannot verify payment info" i have read up about every solution on how to fix it and none of them have been any help for me, so please help me with this i'm sure it is an easy fix but i am terrible with this stuff thank you.
