Apple Account charged by CSCPay Mobile without credit card, seeking refund

CSCPay Mobile pulled funds thru my apple account to fund their pay system. Now they want me to add a credit card to their system to get a refund. I thought the purpose of using the Apple account for apps was so I didn't have to add my credit card to every app system. Please advise.
