Getting "verification failed" message when setting up iPad

I'm trying to set up an iPad (4th generation). The device has been factory reset, and I'm now trying to set it up as new.


I've entered the AppleID email and account password, and I know those are correct because an authentication request gets sent to all the other devices on that account. I then enter the six-digit code provided on the other devices, cross-checking to make sure that it's entered correctly. The iPad then proceeds to the "setting up Apple ID" stage, the wait cursor spins for a while, and finally it displays a message saying "Verification Failed".


This has happened several times.


The AppleID and password are correct. The network connection is good. The iPad is elderly but otherwise appears to be in good health.


Is there any way to get past this?

I spoke too soon. It has the correct email address for the account, and the user is apparently signed-in, but pressing any of "Name, Phone Numbers, Email", "Password & Security" or "Payment & Billing" produces an error message.


Logging in to iCloud causes the "Signing in to iCloud" message to appear with a spinning progress wheel that continues for several minutes before finally reporting that it couldn't log in. But afterwards the "Password & Security" item and its peers all worked correctly. And a second attempt to log in looks like it might at last have succeeded.


At this point my best guess is that Apple have delegated login handling for this generation of devices to a PowerBook 5300 running System 7, and that it can't quite keep up with demand.


I think the conclusion is: skip the initial sign in, and then just keep trying via the iCloud pane in Settings until it finally gets all the way through the sign-on process.
