Not without them knowing. They would need the app on their phone and give the app permission to track their location. The iPhone has FindMy built in, so by default any device that is currently signed into your same Apple Account can be viewed in FindMy. For other devices, you would have to send them a sharing request and they would have to accept it. They are also able to view devices that are tracking their location.

The legal term for that is “stalking”, and it can get you sent to jail.

I’m going to assume you suspect somebody else may have done this to you.
I’ll further assume that attempting to remediate this situation will not place you at immediate risk of harm.
Because I’m not inclined to provide tips for better stalking. Or worse.
If your iPhone has potentially been compromised, I’d perform a factory reset without restore, would change all passwords and passcodes, and would run Safety Check.

You can re-download apps you have purchased, and iCloud data and photos and mail will remain available.
