App privacy can range from no data collected to copious amounts of it. A few examples are illustrated below.

It is ideal since that app collects literally nothing. That of course precludes data collection that may be required for an app to function as designed and intended.

That last example is of one that can effectively be used to create a digital model of "you" to be used for any conceivable purpose. Go back and review Apple's Privacy Definitions and Examples to determine the potential extent of how such data may be exploited, but to summarize there is no practical limit to its use.

Needless to say your interaction with websites using Safari or any other browser is subject to data collection achieved through the information you choose to provide directly to those websites. You would need to investigate each specific website's privacy policy, assuming they have one, and that it is accurate.
