My iPhone 16 Pro charged to 90% when I set it to 80%
this happened after i updated to iOS 18.6.2

Your phone is supposed to charge to 100% on occasion to let it calibrate the battery. It has always been that way with Charge Limits and nothing to do with iOS 18.6.2. Apple even documents that here:
If you have Charge Limit set to less than 100 percent, your iPhone will occasionally charge to 100 percent to maintain accurate battery state-of-charge estimates.
