Hi, I’m currently paying for the 200GB iCloud+ plan. I just got a new iPhone and want to use the extra storage to back it up. If I buy and cancel the plan on the same day, will I still have access to the 200GB and my backup until my billing cycle ends on September 23, or will the storage downgrade immediately?

If you downgrade or cancel your iCloud+ plan, the change takes effect after your current subscription billing period ends.1
Note that you wouldn't need to do the cancellation the same day but do it at least a day before the expiration.
Also, another (cheaper) option would be to just use temporary iCloud storage which is free. See: Get temporary iCloud storage when you buy a new iPhone or iPad - Apple Support

I think the point was that, if you cancel, then the cancelation doesn't take effect until the end of the billing period that you paid for. You don't have to cancel on any specific day.
If you cancel your iCloud plan, then you go back to the free 5GB storage, and your data will be deleted after about 30 days.
Why should I do the cancellation then? I'll for sure forget.
