Bottom line? Because they were designed without volume controls. They’re less expensive than the Pro and don’t have the same features. If you want volume controls on your AirPods buy the Pro model. Otherwise you control volume on the AirPod 4 with Siri or volume controls on the app.

I know they have different features. I have Pro 1, Pro2, and expect to buy Pro 3 if/when they are available next month. I also have the 4's.
Since the Pro 2's and the 4's both have the H2 chip, seems to me the 4's could have volume control with a software boost? I want that boost/feature on the 4's!
I listen to music using the 4's at night in bed. I don't want to talk to Siri at night. I don't want to wear the Pro's to bed. They fit my ear differently. Sooooo...Apple, simply add that line of code to the 4's software and make it happen!?!?!
Now if you tell me there is hardware difference in the stem of the 4's that's different from the stem of the Pro 3's, then I'll understand/accept that. Otherwise, I'll continue to believe software can fix my problem; and I'm asking Apple to send that software out to me/us!
