Only the carrier it is locked to can unlock it for use on other carriers.
You will have to contact T-Mobile. Note that T-Mobile in one country is NOT the same as T-Mobile in another country when it comes to unlocking devices.
If you are not a current T-Mobile subscriber in good standing, it is highly unlikely that they will unlock the device.
You may be best off to return the phone and get your money back if you purchased it used or in a country other than your own.
