i used Apple Pay at a store the purchase was for four dollars but I was charge $4.16 if Apple does not charge a fee what is the $.16 for its four cents for every dollar

Do you mean Apple Cash? Ask the merchant or review your receipt. Perhaps it’s sales tax?
In the USA, sales tax is not included in prices but is added on to the final purchase if it applies in your location.
Maybe tax... maybe the merchant charges an extra fee for credit card vs debit card or cash purchases.
Ask the merchant where you made the purchase.
