The company I am sending some docs to will not accept a link that they have to click on. In the past I had the choice of sending the icon/link for the receiver to click and open, or the document to be read with just opening the email.

Attachments are files added directly to the email; those travel with the email as documents. A link would be pasted into the body of the email for the recipient to click and download. For example, you can send a link to a file in iCloud rather than attaching the file.

The file is either attached to the message or provided as a link from perhaps an online storage/sharing provider.
Please tell me what is the difference between a document being an attachment and a link?
How do I send a document BUT not it's link?
