If the camera is shaking without you moving the phone, the focus motor likely is failing and that would be a hardware issue, which needs to be taken to your Apple Store Genius Bar for evaluation and service options --> Genius Bar Reservation and Apple Support Options - Apple
If your tag line is correct and you are still using an iPhone 7, which was released 9 years ago, it would not be worth spending money on repairing the phone. I would take whatever the repair cost is and apply it towards a new iPhone.
