I cannot change permissions to alter jpeg photos I took on IPhone on iMac using Sequoia 15.6.1

via airdrop to desktop. Then heir to jpg via preview.
The jpeg files are on my desktop. I transferred them from my iPhone via Airdrop and then had to turn them from HEIC to JPG in preview. All stayed on desktop. I went into everything that the internet directed me to and changed permissions. But, when I try to work with the photos it says I don't have permissions to save them. I can put the arrows and copy on them like I need but keep running up against the permissions issue.

In my setup AirDrop does not do that.
But copying files from /Users/Shared or from Windows or from optical media often does. If that happens, in Finder Get Info about the enclosing folder, authenticate, and:
Where exctl are these files located?
And how were they transferred to the Mac?
