Are you running any anti-virus or so-called "cleaning" apps? Some can interfere with Apple's internal secutiry measurs and cause odd results. Some ad blockers and VPNs can as well.
Are any extensions installed in Safari? Do " Safari Settings: and click the "Extensions" tab:
Are any listed? A bad extension could give the results you see: certain sites don't work in Safari but others are fine.
If there are extensions installed, I would turn them all off and test. If those sites work with no extensions turn on, re-enable extensions one at a time until things go "boink" again. Then you know the bad extension is the last one re-enabled.
