Until you backup your iPhone, the message will remain. I would highly suggest you look into an iCloud Storage plan, which start at $0.99 cents a month. I'm sure all your photos and memories are more valuable than that and it would be a shame to lose them.

OK. No one here cares which phone you purchase in the future. We're just users here on this user to user only forum, not Apple. If you think Apple will see your comment, they won't.
And what will you do, if your PC crashes and you can't retrieve your backup, which can and does happen? Redundant backups are actually a good thing. But do you as you want.

Android will also charge you for storage. And by backing up to your PC you don't get all the benefits you would with iCloud Storage. iCloud keeps the backup updated every day, so the most data you would ever risk losing would be 24 hours. You also have the option of backup up whenever you'd like and over cellular. Backing up your iPhone to a PC everyday manually is quite tedious, and as lobsterghost1 states, something can happen to your PC and you'd lose your backup. Nothing will happen to iCloud servers.
